War Powers: Make This An Issue

Here's a proposal for a new version of the War Powers Act, designed by a bipolarchial committee with impeccable establishment credentials to overcome persistent presidential objections to the 1973 law and reinforce Congress's consultative role prior to war. It looks far from perfect, but it's at least a starting point for a debate that Senators McCain and Obama, and anyone else who wants to be President, should join. Read it and form your own opinion.
