It's only recommended and the Senate is given discretion to deal with the absence of such certification. As I write, it looks like more senators realize that they have no solid legal ground for denying Burris his place, and it seems more likely that he'll be seated. A moral person is a person who stand up for their "beliefs". Even if in doing so, they must break the law. For example, was Rosa Parks wrong for sitting in the front of the bus, even though it was illegal for blacks to do so at the time? There is a term for this sort of action - civil disobedience. Some people are willing to risk much to stand up for their rights. Blasph...The problem in Illinois has to do with Gov. Blasphemy and his alleged scheme to sell off the Senate seat vacated by President-Elect Obama. As a rule, written or otherwise, you don't sell public office to the highest bidder!!
